President
Dr. Ralph E. Enlow, Jr.

Ralph Enlow serves as President of the Association for Biblical Higher Education (ABHE), a 200-member institution accrediting association dedicated to Advancing and Assuring Quality Biblical Higher Education throughout North America. He also served as ABHE Executive Director from 1998-2000, overseeing a major relocation and strategic expansion of the Association. Dr. Enlow served for 28 years (1976-98; 2000-2006) as an educational leader at his alma mater, Columbia International University, culminating in his six years as Senior Vice President and Provost. Though primarily involved in educational leadership and administration, he has also taught courses in Bible, Theology, Marriage & Family, Education, and Leadership. Dr. Enlow's extensive involvement in theological higher education includes service as a consultant; institutional self-study director; accreditation team chair; and chair of ABHE s Commission on Accreditation. A founding member of Global Associates for Transformational Education (see www.ite-net.org), his engagements in international teaching and consultation include Australia, Bulgaria, Czech Republic, Germany, Hungary, Thailand, and Ukraine. He has chaired the international mission agency boards of Bible Christian Union (1990-1993) and The Evangelical Alliance Mission [TEAM] (1996-2002), and continues to serve as a TEAM board member. His Ed.D. (Higher Education Administration, Vanderbilt University ) dissertation topic was, Student Outcomes in General Education: A Comparative Analysis of Bible College Quality. His various publications include works on higher education accreditation, general education, and Bible college renewal. Dr. Enlow and his wife, Valerie, reside in Columbia, South Carolina and have two young adult children.

Director, Commission on Accreditation
Dr. Randall E. Bell


Randall Bell has served as the Director, Commission on Accreditation of the Association for Biblical Higher Education since July 1998, after serving as the Executive Director for 16 years. As Director, Commission on Accreditation, he has particular responsibility for the Association’s accrediting program. His duties include:
  • Service as staff support for the work of the Commission on Accreditation.
  • Development of evaluation teams for visits to institutions seeking status with the Association.
  • Maintenance of the criteria, policies, and procedures necessary to ensure an effective accrediting function Preparation of petitions and reports required to maintain recognition with external bodies.
  • Consultant to institutions seeking accreditation with the association.
  • Assistant to the Executive Director as assigned in support of his functions.
Prior to his work with ABHE, Dr. Bell served as an officer in the United States Navy Civil Engineer Corps. He also worked as a broadcast engineer part time for a NBC television affiliate for nearly five years while attending college full time.

A native of Van Wert, Ohio, Dr. Bell graduated from Moody Bible Institute in 1964. He holds a B.S. (1969) degree from Purdue University, an M.B.A. (1973) from California Lutheran University, and an Ed.D (1986) from the University of Arkansas. He married Carolyn Ruth Mostert of Wheaton, IL in 1969. He and his wife have three adult children, Jeffrey Douglas (1971), James David (1974), and Jeni Kathryn (1980) and six grandchildren.




VP for Student Programs &
Resource Development

David S. Medders

One of the newest members of the staff, David, joined the ABHE team in September 2009 after serving for 19 years as president of Bethany Bible College in New Brunswick, Canada. In the newly created position of VP for Resource Development and Student Programs, he will lead in developing new initiatives to expand resource and revenue streams for AHBE and launching special events and programs to enhance student leadership development across the Association. David will also assist President Enlow in support of fulfilling the strategic vision of ABHE.

His service as college president included significant experience in fund raising and the creation of special programs for student leadership development through which he personally mentored high capacity, spiritually focused student leaders. David has also served on the board of ABHE.

Prior to his work at Bethany Bible College, David worked in the denominational office of Evangelism and Church Growth for The Wesleyan Church following 11 years of local church ministry as pastor, youth pastor and church planter. A native of Prattville, Alabama, David graduated from Southern Wesleyan University in 1972 and holds a M-Div. (1977) from Asbury Theological Seminary. He and his wife, Anne, have three adult children, Caleb (1978), Andrew (1981), and Nathan (1984), and three grandchildren.

Carol Dibble

Prior to joining ABHE, Carol served in The Christian and Missionary Alliance Southeastern District Office in Orlando as Office Manager and Administrative Assistant to the District Superintendent. Previous to her ministry with the Southeastern District, Carol worked for the Florida League of Financial Institutions (a nonprofit trade association that represented the savings and loan industry in Florida) as the Administrative Assistant to the President.

Carol serves ABHE in several capacities which include overseeing the day-to-day office operations and staff supervision under Dr. Enlow; general management of the ABHE Annual Meeting; administrative/technical oversight of the Online Annual Reporting System; design and layout of the ABHE newsletter (Symposium), brochures, directories, several publications; and the ABHE web site. Carol joined the ABHE Team in 1998.

Accreditation Services Coordinator
Stephanie Fry

Stephanie
joined the ABHE Team in December of 2006. Stephanie is a recent graduate of Columbia International University where she graduated Magna Cum Laude with a B.A. in Humanities and a B.A. in Bible.

Stephanie's primary responsibilities include coordination of on-site team visits, maintaining records related to the accreditation process, supporting the needs of accrediting teams relative to documents, as well as preparation of materials for the ABHE Commission on Accreditation. She also serves as assistant to Director, Commission on Accreditation, Dr. Randall Bell.

Receptionist/Office Assistant
Stephanie Halstead

Stephanie is a graduate of Mississippi State University. During the years of 1977-1995, Stephanie was on the staff of Campus Crusade for Christ, serving primarily in administrative roles. Upon leaving Campus Crusade for Christ, she went to work in the office of a local church. During her six years there she served first as the receptionist and later as office manager. Prior to coming to ABHE, she was the firm administrator for a small law firm in downtown Orlando.

Currently, Stephanie serves ABHE as receptionist and assists with general office duties. She came to ABHE in 2002. Stephanie and her husband, Bill, have two young adult children and one grandchild.

Bookkeeper
Kathy VanScoter

Prior to her work at ABHE, Kathy was an Administrative Assistant for seven years at Colonial Management Group (CMG). She was responsible for ensuring that all license requirements at each of CMG's out-patient narcotic treatment centers were in compliance.

Currently Kathy serves ABHE as bookkeeper, handling all accounts receivable, accounts payable, payroll, account reconciliation, financial statements and budget. She joined ABHE in 2001. Kathy and her husband, Mark, are grateful to be blessed with three children - Matthew, Audrey and Chad.
